In the above case, the lower angle emphasizes the courage portrayed in both the Biblical story and the Florentine Republic's. The angle also glorifies the decision to stand up to their rivals.
In photography, a lower angle looking up creates a child's point of view for the viewer (rather than authoritative). This puts the subject on a pedestal.
